Is a PDF sent by email enough?

No. A PDF is not a structured electronic invoice under the law. The invoice must be issued in a format compliant with European standard EN 16931 and transmitted via a structured network, with Peppol being the channel adopted by Belgium. You can still send a PDF as a supplement, but it has no legal value.

What happens if I'm not compliant?

The authorities provide for a fine of €1,500 for the first offence, €3,000 for the second and €5,000 thereafter. A non-compliant invoice may also be rejected for input VAT deduction.

How long does it take to get up and running?

Since 1 January 2026, every Belgian VAT-registered business must issue and receive its domestic B2B invoices in structured electronic format, via the Peppol network. The grace period granted by the FPS Finance ended on 31 March 2026.
