What is Peppol?

A network, not a file format

Peppol (Pan-European Public Procurement Online) is an open network that lets organisations exchange structured electronic documents in a reliable, standardised way. It is often associated with e-invoicing, but the same infrastructure can carry other business documents when both parties support them.

Peppol is not a single software product. It is a set of technical specifications, governance rules, and a federation of certified service providers that interconnect.

How a Peppol exchange works

At a high level, sending a document over Peppol follows this path:

1. The sender creates a structured document (for invoices in Belgium, typically UBL conforming to EN 16931 / Peppol BIS Billing).
2. The document is handed to the sender’s Access Point.
3. The Access Point looks up the recipient in the Peppol directory and delivers the document to the recipient’s Access Point.
4. The recipient’s system receives a machine-readable invoice, not only a PDF attached to an email.

This model reduces ambiguity: delivery is tracked at network level, and the payload contains the fields accounting systems need without re-typing.

Peppol identifiers

Participants are addressed with Peppol participant identifiers. In Belgium, businesses commonly register using their enterprise number (BCE / KBO) in a standardised scheme. Being “on Peppol” means your organisation is discoverable and able to receive (and usually send) through a certified Access Point.

Why Peppol matters in Belgium

Belgium’s structured e-invoicing obligation for B2B transactions relies on Peppol as the exchange channel. A PDF sent by email may remain useful as a human-readable copy, but it does not replace a structured Peppol invoice when the law requires electronic structured invoicing between VAT-liable businesses.

Peppol versus “electronic invoice” in everyday language

In everyday speech, “electronic invoice” often means any invoice sent by email. In the regulatory sense used for the Belgian mandate, an electronic invoice is a structured document that software can process automatically. Peppol is the public network most Belgian SMEs use to exchange those documents.
