You are in scope as a person, not as a company size
If you invoice as a sole trader, freelancer, or one-person company under a Belgian enterprise number (KBO/BCE), Peppol does not wait for you to hire staff or open an office. The Belgian structured e-invoicing obligation (2026) targets VAT-liable B2B exchange between Belgian parties. Legal form and headcount are secondary: your enterprise number and VAT status decide whether domestic customers expect structured Peppol invoices from you, and whether suppliers will send them to you.
This playbook is the shortest path for a one-person business: confirm the mandate hits you, stand up send and receive with one Access Point, note franchise nuances, then clear a first-week checklist.
When the mandate hits a sole trader
Treat yourself as in scope when all of the following are true:
- You are VAT-liable in Belgium (not only registered at the KBO).
- You sell to a Belgian VAT-liable business (B2B domestic).
- The invoice is a normal commercial invoice covered by the structured e-invoicing rules.

Minimal setup: one identity, both directions
You do not need an ERP. You need three working pieces:
- Participant identity - your KBO/BCE number under scheme
0208(example shape:0208:0123456789), published through a certified Access Point. - Send path - invoicing software that produces Peppol BIS Billing / EN 16931 structured invoices and hands them to that Access Point.
- Receive path - the same registration advertising inbound billing, plus an inbound inbox you actually open.

- Dual capability
Send and receive configured for the same Peppol participant ID. Receiving only, or sending only, leaves a sole trader half-operational under the Belgian B2B mandate.
Before you invoice a client, run a participant lookup on their enterprise number. Before you expect supplier invoices, confirm your own ID appears as reachable.
Franchise and exemption nuances (pointer)
If you operate under the VAT franchise regime or certain exemptions, your outgoing Peppol duty may differ from a standard VAT-liable supplier, while incoming invoices from VAT-liable suppliers still arrive as structured Peppol documents. Do not assume "franchise means no Peppol."

First-week checklist
Use this as a closed loop, not a reading list:
- Confirm KBO/BCE number and VAT status on your last official extract.
- Choose one Access Point-backed invoicing tool; complete identity verification.
- Publish participant ID with send and receive for Peppol BIS Billing.
- Lookup yourself in a directory tool; fix missing Directory publication before day two.
- Send one test or low-risk structured invoice to a known Peppol counterparty (or provider test path).
- Receive one inbound test or real supplier invoice into your inbox; open and archive it.
