Readiness, not scope

This is a go-live checklist for teams that already know they fall under the Belgian B2B e-invoicing obligation. It does not redefine who is in scope. Use it before cutover and again each quarter.

Treat every line as binary: done with evidence, or open with an owner.

1. Identity and reachability

CheckDone whenEvidence
Legal entity and VAT ID confirmedCompany data matches official registersCompany card snapshot
Peppol participant registeredID published via your Access PointRegistration confirmation
Findable in DirectoryBuyers can find you by VAT / enterprise numberSuccessful participant lookup
Peppol ID shared inboundRecurring suppliers have your IDNotice sent to AP contacts
Peppol participant ID

The network address (scheme + identifier) that Access Points use to route documents to your organisation.

2. Send capability

CheckDone when
In-scope B2B customers flaggedBilling can filter who needs Peppol
Structured invoice creation liveEN 16931 / Peppol BIS from production data
Pre-send validation onRules block bad sends (EN 16931 and UBL)
Delivery status monitoredSent / delivered / failed visible to finance
Credit notes on same channelCorrections are not PDF-only workarounds
No silent PDF fallbackPDF is companion only for mandated B2B (PDF vs structured)

Pilot: send at least three real invoices to willing Peppol customers and resolve every failure before full rollout.

3. Receive capability

CheckDone when
Inbound inbox activeDocuments land in a Peppol inbound inbox
AP routing definedWho posts, who rejects, who escalates
Test receive completedAt least one supplier invoice booked without re-keying
Franchise / exempt cases handledPurchase side ready even if outbound differs (franchise receive)

4. Validation and exceptions

  1. Name an owner for failed validations (IT vs finance).
  2. Keep a short rejection playbook: fix data, resend, or issue a structured credit note.
  3. Log channel exceptions for 90 days after go-live.
  4. Rehearse a "buyer not on Peppol" path so it does not become the default for in-scope B2B.

5. Archive and audit trail

CheckDone when
Structured original retainedUBL/XML kept for the legal retention period
PDF stored as copy onlyRendered from the same data, never a second source of truth
Delivery evidence retainedStatuses and validation reports exportable
Accountant accessAdvisor can retrieve originals without mailbox archaeology

Cutover day

  • Peppol ID live and searchable

  • First production receive posted
  • Sales/AP briefed on B2B vs out-of-scope channels (B2B vs B2C)
